Shinetech Software Inc. acquires London based NHS focused Data Mining start-up

June 15, 2017 – New York, London and Beijing - Shinetech Software, Inc. has just announced the acquisition of London based Data Mining start-up, Rule Strategy Limited (RULE) to expand its analytics and digital offerings and provide focused services to the UK National Health Service (NHS). RULE was co-founded by Harjinder Mann, Digital Systems Lead at Barts Health NHS Trust, and Brian Knight, an Oxford educated mathematician and now an Emeritus Professor of Computer Science. RULE’s flagship product is a data mining tool used by internationally renowned NHS hospitals: Imperial College Healthcare NHS Trust, Guy’s and St Thomas’ NHS Foundation Trust, Frimley Health NHS Foundation Trust (also a Ministry of Defence Hospital), and Barts Health NHS Trust.

RULE has developed a proprietary data mining algorithm to show actionable insight in NHS Trust Electronic Staff Record (ESR) HR system data. The NHS ESR is the world's largest integrated HR and payroll system, paying about 1.4 million NHS staff. RULE software is used by forward-thinking NHS Trusts of all sizes including Epsom and St Helier University Hospitals NHS Trust with around 5,000 staff and Guy’s and St Thomas’ NHS Foundation Trust with around 15,000 staff. RULE’s data mining algorithm produces a set of rules, which can be examined in several ways. Donald Michie, a pioneer in the creation of artificial intelligence and former code breaker at Bletchley Park, coined the term “human window” for such a set of rules, because he felt they gave a human view of the meaning locked in otherwise obscure data.

RULE’s data mining tool and associated staff movements tool provide useful insight into NHS Trust HR data and policy. The two RULE products will be integrated into Shinetech’s Microsoft Azure analytics platform. Upcoming features include a training cost modelling tool in partnership with a leading NHS Foundation Trust, and an artificial intelligence tool in partnership with another leading NHS Foundation Trust and a major University. Shinetech is already working on transformative digitisation projects in collaboration with Barts Health NHS Trust at The Royal London Hospital, which together with St Bartholomew's Hospital, is Europe’s biggest and oldest hospital.
